{"id":40,"date":"2014-03-26T20:48:03","date_gmt":"2014-03-27T03:48:03","guid":{"rendered":"https:\/\/bclaconnectrev.wpengine.com\/yaacs\/yacs-minutes\/"},"modified":"2025-05-03T21:12:20","modified_gmt":"2025-05-03T21:12:20","slug":"termsofreference","status":"publish","type":"page","link":"https:\/\/bclaconnect.ca\/yaacs\/termsofreference\/","title":{"rendered":"Terms of Reference"},"content":{"rendered":"<h1>Mandate<\/h1>\n<p>To promote the exchange of ideas among library personnel working with and\/or interested in working with youth and families; and to provide a network of professional expertise supporting excellent programs, initiatives and services for youth and families in the libraries of British Columbia.<\/p>\n<h1>Responsibilities\/Objectives<\/h1>\n<ul>\n<li>Develop a network of peers across libraries of different sizes and communities<\/li>\n<li>Meet and discuss topics and challenges about library services for youth and families within BC libraries<\/li>\n<li>Provide input, constructive feedback, support and advice to one another on services and programing related to youth and families<\/li>\n<li>Coordinate resource sharing and professional development<\/li>\n<\/ul>\n<h1>Deliverables<\/h1>\n<p>Establishment of a connected, engaged and active network of library workers serving youth and families.<\/p>\n<h1>Composition<\/h1>\n<p>No BCLA membership is required to participate or attend events or meetings. At least one co-chair must be a member in good standing of BCLA.<\/p>\n<h1>Resources and Budget<\/h1>\n<ul>\n<li>BCLA supports this group with following resources: website presence, forum, and Zoom access.<\/li>\n<li>BCLA may partner with or support the group to offer professional development offerings.<\/li>\n<li>Professional development offerings may include a registration fee in order to cover the costs of the event.<\/li>\n<\/ul>\n<h1>Timelines and Tools<\/h1>\n<p>Meetings will be called at the discretion of the co-chairs but will generally be: 1x\/month virtually<\/p>\n<h1>Type of Committee<\/h1>\n<p>BCLA Section (bylaw 16):<\/p>\n<ul>\n<li>Group of members collectively comprising not less than 10% of the total membership<\/li>\n<li>Sections may allow non-members to participate in their activities, meetings, etc. Non-members are not counted when calculating the 10% membership requirement for a section<\/li>\n<li>New sections may be proposed to the Board and must be approved by the Association membership by ordinary resolution at an annual general meeting.<\/li>\n<li>Continuing group provided sufficient attendance\/members and that the group follows the Association\u2019s bylaws and policies.<\/li>\n<\/ul>\n<p>Each section may appoint 1 section member to serve on the BCLA Board (bylaw 8.7)<\/p>\n<ul>\n<li>The person appointed must be a BCLA member in good standing<\/li>\n<li>The appointment takes effect at the conclusion of the next AGM<\/li>\n<\/ul>\n<h1>Term of Appointment<\/h1>\n<p>Co-chairs terms of appointment align with the calendar year and last 2 years, with the possibility of renewal.<\/p>\n<p>&nbsp;<\/p>\n<p>YAACS updated the terms of reference in November 2024.
